Economic and mathematical modeling of the functioning and developing the coal industry – review of foreign experience
Relevance. The coal industry is of great importance in the economy of a number of countries, especially coal-exporting ones. Modeling of the functioning and developing of the coal industry in conjunction with the development of other sectors of the economy is an important stage in forecasting the future of both the coal industry and the economy and energy of these countries and regions. Aim. To review foreign economic and mathematical models of coal industry development for determining the factors and aspects of the industry functioning taken into account in modeling, analyze the structure of the models and identify the most rational and promising approaches for using in Russian conditions. Objects. Economic and mathematical models of coal industry development; structure of models; factors affecting industry development; relation between model components. Methods. Methods of system analysis for solving systemic problems taking into account limitations, evaluation of the effectiveness of solutions, structuring and restructuring, formalization and specification. Results. The authors have identified three groups of models and have given their general characteristics. The paper considers in detail the models of functioning and development of the coal industry in the USA, China, Australia and Poland. The authors identified the features of national models. They analyzed the aspects of the coal industry development in the selected countries and determined the main factors, the consideration of which is most significant for modeling the coal industry. The paper considers the structure of the coal industry block in the national energy modeling system of the USA; the main trends in its transformation are determined. The paper introduces the overview of the features of the coal industry development model in China and a way of organizing the solution of a range of industry problems, implemented by an Australian coal company. The article presents the approaches to estimating the predicted coal production for Australian conditions and describes the system of coal industry models in Poland and the scheme of interaction of models at the country level. The authors identified the factors that must be taken into account when forecasting the development of the coal industry.
