Improvement of the procedures for identifying hazard signs and registration of pressure equipment at petrochemical hazardous production facilities
Relevance. Currently there is a growing number of hazardous production facilities in the petrochemical industry with complex technological processes, which requires a systematic approach to identifying signs of danger and registering equipment operating under excessive pressure. An analysis of existing software products shows the presence of highly specialized solutions focused on certain aspects of industrial hazard assessment; however, it does not provide for the calculation of the total masses of hazardous substances of various categories and does not automate the categorizing hazardous substances. The novelty of the program proposed by the authors lies in the fact that it makes it possible to eliminate existing system limitations by creating an integrated automated system that covers the full cycle of hazardous production facilities categorization. The key advantage of the solution is the integration of three interrelated modules: an automated system for calculating the mass of substances, taking into account their aggregate state and parameters of technological equipment, an expert database of hazardous substances based on regulatory documents, and a system of recommendations. The importance of this approach is that it provides end-to-end automation of the process, from engineering calculations to obtaining a meaningful result. This work presents research findings on the specific aspects of identifying hazardous production facilities in the petrochemical and refining sectors, as well as the registration procedures for pressure equipment. Aim. To improve the procedures being studied, which will allow for the further implementation of an appropriate level of measures to ensure industrial safety and prevent accidents in the studied production sector. Methods. Consideration of the criteria by which objects can be classified as hazardous depending on the use of flammable, oxidizing, combustible, toxic or other hazardous chemicals specified in the federal law on industrial safety of hazardous industrial facilities; development of an algorithm by which it can be determined whether pressurized devices fall under the requirements of federal norms and rules in the field of industrial safety for pressure equipment; construction of a circuit indicating the conditions under which it becomes necessary to register it in the Federal Service for Ecological, Technological and Nuclear Supervision. The scientific paper describes the identification, which includes the analysis of various documents and characteristics of objects to determine their potential danger and provides an example of identifying signs of danger at a combined unit for catalytic reforming of gasoline and hydrotreating of diesel fraction according to the Order of FSETNS no. 471(namely signs of hazards – obtaining, using, processing, etc., hazardous substances in quantities specified in Federal Law No. 116, using equipment operating under pressure more than 0.07 MPa of steam or gas (in gaseous, liquefied state); water, which boiling point exceeds 115°C; other liquids, which temperature is above the boiling point, at the same time pressure in the container >0.07 MPa). Result. Development of a method for automated hazardous production facilities identification, designed to improve the accuracy and speed up the identification for similar production assets.
